According to the Decree, in allocating land plots designated for agriculture, a new system based on the independence of lessees and the cultivation of high value-added crops is being created on an experimental basis
Within the new system:
· land plots are put up for sale on “E-auksion” in sizes from 3 to 50 hectares without breaking up the integrity of the contours and the irrigation system;
· all natural and legal persons (residents), including enterprises with foreign investment, may take part in the electronic online auctions regardless of their place of residence, organisational and legal form, or whether they own another land plot
Within the new system, the winner of the electronic online auction — the lessee — acquires, along with the rights and obligations established by the Land Code, the following rights, in particular:
· to use the land plot on the basis of a 49-year lease right;
· to determine independently the types, varieties and volumes of agricultural crops;
· to sublease the land plot;
· to place facilities serving agriculture on no more than 20 sotkas at the edge of the field.
At the first stage, before the 2025 spring sowing season, the new system will be introduced in the following areas, on vacant land plots at the disposal of district administrations on which the cultivation of cotton and grain crops for the 2025 and subsequent harvests is not envisaged:
· in the Beruniy, Nukus and Qo‘ng‘irot districts of the Republic of Karakalpakstan, on a total area of 1,207.8 hectares;
· in the Andijon, Asaka, Baliqchi, Buloqboshi, Bo‘ston, Jalaquduq, Izboskan, Marhamat, Oltinko‘l, Paxtaobod, Xo‘jaobod, Shahrixon and Qo‘rg‘ontepa districts of the Andijan region, on a total area of 629.7 hectares;
· in the Arnasoy, Paxtakor, Zarbdor, Sharof Rashidov, Mirzacho‘l and Zafarobod districts of the Jizzakh region, on a total area of 511.7 hectares;
· in the Yangiyo‘l and O‘rta Chirchiq districts of the Tashkent region, on a total area of 953.8 hectares;
· in the Yozyovon district of the Fergana region, on an area of 13.6 hectares.
